Surge in explosives use calls for stricter regulations

Dar es Salaam. The dramatic rise in the use of explosives in Tanzania has surged by 783.9 percent, calling for stricter regulations.

This increase, according to Tanzania’s Mining Commission, has seen the annual usage rise from an average of 3,000 tons in the 1990s to 26,516.07 tons in 2024, primarily driven by the growth of mining, oil and gas exploration, and infrastructure projects.

This alarming trend raises significant concerns about safety and environmental impacts, as the industry struggles to keep pace with the rapid increase in explosive materials.

Mr Ramadhani Lwamo, the Executive Secretary for the Mining Commission, addressed these concerns earlier this week during a session aimed at enhancing the capacity of mine and explosives inspectors in Dodoma.

“The growing use of explosives underscores the increase in mining activities across the country. However, without proper oversight, this could result in catastrophic consequences,” he cautioned.

Mr Lwamo emphasized the urgent need for stricter regulations to prevent accidents, stating, “This session is designed to empower inspectors to ensure miners’ safety and prevent injuries stemming from explosive misuse.”

Adding: “Inspectors must take control of their regions to avoid tragedies that could tarnish the industry.”

The session highlighted that Tanzania currently has over 231 magazines, 493 storage facilities, and 279 registered explosive storage boxes, revealing the extensive nature of the explosives trade in the country.

Mr Hamisi Kamando, Acting Mines Inspectorate and Environment Director, pointed out the risks of non-compliance with existing laws, including the Explosives Act of 1963 and the Explosives Regulations of 1964.

 “Several accidents could have been prevented with proper adherence to the laws,” he noted.

Supporting this call for vigilance, Senior Legal Officer Damian Kaseko urged inspectors to adhere strictly to laws, policies, and regulations to avoid legal conflicts and ensure clarity in their roles.

While the growing demand for explosives has created opportunities in Tanzania, it has also introduced significant risks that require robust oversight.

 As officials and stakeholders work to tackle these challenges, the emphasis remains on ensuring safety and minimizing harm in this burgeoning sector.
