Public institutions urged to embrace mindset shift for reforms

A number of board chairpersons and institutional managers have already recognised the need for reform and are at various stages of implementing improvements aimed at delivering measurable outcomes

Dar es Salaam. The Treasury Registrar, Mr Nehemiah Mchechu, has urged chairpersons of boards and management teams of public institutions to transform their mindset and thinking to effectively implement reforms aimed at enhancing institutional efficiency and national development.

Speaking during a working session with members of the Tanzania Editors Forum (TEF) held on June 2 2025 at the Hyatt Regency Hotel in Dar es Salaam, Mr Mchechu emphasised that all 252 public institutions must realign their perspectives and approaches to ensure Tanzanians derive tangible benefits from the country’s development agenda.

“It is time to create an enabling environment for effective resource management so that these resources can serve the public good,” said Mr Mchechu. “Institutions must now focus on productivity and efficiency.”

He provided several examples to underscore the need for change.

“Today, every ministry is based in Dodoma, yet they do not own their office buildings. The rightful owner is the Tanzania Building Agency (TBA), which manages all government properties. Similarly, although Tanzania is endowed with resources such as gold, it is the State Mining Corporation (STAMICO) that has the mandate to oversee mining licences. In the transport sector, the government has invested trillions of shillings in the Tanzania Railways Corporation (TRC). While the Ministry of Transport handles policy and execution, TRC remains the custodian of the infrastructure,” he said.

Mr Mchechu further noted that a number of board chairpersons and institutional managers have already recognised the need for reform and are at various stages of implementing improvements aimed at delivering measurable outcomes.

He expressed optimism that, owing to the strategies currently in place, substantial operational transformations would be realised across public institutions in the coming years.
