Tanzania’s govt budget officials urged to fully utilise upgraded CBMS system

The training is being delivered in two phases: the first covers the upgraded CBMS system, while the second focuses on the assessment of the 2025/26 budget preparations and the review of the 2024/25 budget implementation

Dodoma. Government officials responsible for preparing and managing the national budget have been instructed to fully utilise the upgraded Cash Budget Management System (CBMS) to enhance efficiency in budget preparation and execution.

The directive was issued by the Budget Commissioner at the Ministry of Finance, Mr Meshack Anyingisye, during the launch of training on the upgraded CBMS system, followed by an assessment of the implementation of the 2024/25 national budget, preparations for the 2025/26 budget, and the collection of recommendations to improve the 2026/27 Budget and Planning Guidelines.

Mr Anyingisye emphasised the critical role of budget officials in guiding the execution of the national budget. “Budget management is not the responsibility of the Ministry of Finance alone; it is a duty for all of us. These trainings provide an opportunity to oversee budget execution effectively and advise spending departments on the best approaches to implement their allocations,” he said.

He added that the participation of officials in the sessions demonstrates a collective commitment to improving budget execution, enhancing efficiency in the budgeting process, and ensuring that government priorities are fully addressed.

Assistant Budget Commissioner for Analysis and Budget Techniques, Mr Fundi Makama, said the five-day training involves stakeholders from ministries, independent departments, government agencies, regional offices, and local authorities.

The training is being delivered in two phases: the first covers the upgraded CBMS system, while the second focuses on the assessment of the 2025/26 budget preparations and the review of the 2024/25 budget implementation.

“The training will also provide feedback on the process of preparing the Planning and Budget Guidelines, which are expected to commence shortly,” Mr Makama said.

For his part, Mr Deodatus Kayango, Assistant Secretary for Planning and Coordination from Geita Region, noted that the training would facilitate planning using integrated systems, thereby streamlining planning, execution, and evaluation of government programmes.

The working session brought together officials from ministries, independent departments, government agencies, and regional secretariats, providing a platform to reflect on successes and challenges in the implementation of the 2024/25 budget, plan for 2025/26, and provide input for the 2026/27 Budget and Planning Guidelines.
