Zanzibar signs a Sh30 billion PPP deal with Infinity Developments

Through its Infinity Cultural Program, Infinity Developments has committed approximately $12 million toward the initial phase of the project.

Zanzibar. The revolutionary government of Zanzibar, through the Ministry of Tourism and Heritage and the Ministry of Labour and Investments, has signed a $12 million (about Sh30 billion) Public–Private Partnership (PPP) agreement with Infinity Developments to restore and revitalize some of Zanzibar’s most treasured historic landmarks.

The agreement marks a bold new chapter in Zanzibar’s cultural and economic development, placing heritage preservation at the heart of sustainable tourism growth and reinforcing the islands’ position as a globally recognized destination rich in history and culture.

Central to the initiative is the restoration of key landmarks within and beyond the UNESCO World Heritage Site of Stone Town, including the Old Fort, the High Court Museum, the Hamamni Persian Baths, and the historic bath complexes at Forodhani, Kidichi and Kizimbani.

Through its Infinity Cultural Program, Infinity Developments has committed approximately $12 million toward the initial phase of the project.

The investment will support comprehensive restoration works, infrastructure modernization, conservation initiatives, and enhancements designed to elevate the overall visitor experience while safeguarding the architectural and historical integrity of the sites.

Speaking at the signing ceremony, Dr Aboud Suleiman Jumbe, Principal Secretary of the Ministry of Tourism and Heritage, described the partnership as a defining milestone for the future of Zanzibar’s cultural heritage.

He noted that the collaboration demonstrates the strength of public–private partnerships in protecting Zanzibar’s cultural identity while advancing the vision of President Hussein Ali Mwinyi to accelerate tourism and heritage transformation for economic growth and social development.

Echoing these sentiments, Mr Khamis Suleiman Mwalimu, Principal Secretary of the Ministry of Labour and Investments, emphasized that the agreement reflects Zanzibar’s commitment to ensuring a transparent and level playing field for private sector investment.

 He underscored that such partnerships are instrumental in unlocking new opportunities for employment, entrepreneurship and sustainable economic expansion.

For Infinity Developments, the initiative represents more than a financial commitment.

Mr Samuel Saba, the company’s CEO and Chairman, stated that Zanzibar holds one of the region’s most remarkable cultural legacies and that the partnership is an honour.

 He explained that the investment goes beyond restoration, aiming to create vibrant cultural spaces that inspire learning, tourism and community pride for generations to come.
