Dar es Salaam. The Public Procurement Appeals Authority (PPAA) has successfully prevented the loss of approximately Sh583.5 billion in government funds through 162 cases across various stages of public procurement processes over nearly four years.
This was revealed on Tuesday by PPAA Executive Secretary, Mr James Sando, during a press briefing on the sidelines of the 15th Procurement Experts Conference held at the Arusha International Conference Centre (AICC) in Arusha.
“Over the past four years, we have handled 162 cases. After reviewing these cases, we managed to stop 35 tenders worth around 583.5 billion shillings. If these tenders had been awarded to unqualified bidders, the government would have suffered significant financial losses,” said Mr. Sando.
He further noted that PPAA has completed the development of a module for submitting complaints and appeals electronically through the Electronic Public Procurement System (NeST).
The only remaining step is the finalization of the Public Procurement Appeals Regulations, which are currently in the final stages.
In addition, Mr Sando stated that once the Public Procurement Appeals Regulations are finalized, PPAA will continue its training program for regional suppliers and purchasing institutions.
The training aims to ensure that these stakeholders understand how to use the new electronic submission module for complaints and appeals.
He said they were planning to start training sessions in the Lake Zone, particularly in the regions of Mwanza, Kagera, Mara, Shinyanga, Simiyu, and Geita, and will eventually expand to other regions.
The Complaints and Appeals Management Module has been integrated into the NeST system, which was developed under the leadership of the Sixth Phase Government, headed by President Dr Samia Suluhu Hassan.
The first phase of training on the electronic complaint/appeal submission module was held in Dar es Salaam on May 29 and 30, 2024, for the regions of Dar es Salaam, Tanga, Morogoro, and Coast.
