54 public entities to present investment performance reports to Parliament

Twenty-seven institutions will appear before the Parliamentary Standing Committee on Public Investments, while another 27 will present before the Parliamentary Standing Committee on Public Accounts

A total of 54 public institutions are scheduled to present their investment performance reports before Parliamentary Standing Committees over a three-week period, in a process aimed at enabling Parliament to assess the value and performance of public capital and the implementation of the institutions’ strategic plans.

The exercise, which began on Monday, August 3, 2026, involves presentations before two Parliamentary Standing Committees.

Twenty-seven institutions will appear before the Parliamentary Standing Committee on Public Investments (PIC), while another 27 will present before the Parliamentary Standing Committee on Public Accounts (PAC).

As of Wednesday, August 5, 2026, four institutions had already presented their reports before the Committees.

They are Air Tanzania Company Limited (ATCL), Tanzania Agricultural Development Bank (TADB), Tanzania Electrical, Mechanical and Electronics Services Agency (TEMESA) and Government Procurement Services Agency (GPSA), with the Committees expressing satisfaction with the performance of the respective institutions.

The exercise forms part of the broader mandate to oversee and monitor Government investments through institutions and companies under the supervision of the Office of the Treasury Registrar (OTR).

The OTR oversees 308 entities, comprising 252 public institutions and 56 companies in which the Government holds minority interests.

The combined value of investments in these entities stands at Sh92.3 trillion.

Acting Treasury Registrar Ms Lightness Mauki said presenting the reports gives Parliament an opportunity to obtain a comprehensive picture of the performance of public investments.

“The presentation of these reports forms part of Parliament’s oversight of the Government, including the management of public capital investments,” said Ms Mauki, who also serves as Director of Performance Management of Commercial Entities.

She added: “The reports enable assessment of capital value, revenue and expenditure, profitability, balance sheet positions and implementation of the respective institutions’ strategic plans, which provide an important basis for accountability and good governance.”

The presentations are conducted in accordance with Rule 11 of the Parliamentary Standing Orders, which mandates the Committee to examine whether the implementation of public investment projects is efficient and complies with established procedures, laws and business guidelines.

According to Ms Mauki, the Committee also examines and deliberates on reports relating to investments in public institutions and companies in which the Government holds shares.

She said the OTR coordinates the process and ensures the reports accurately and transparently reflect the actual performance of public institutions and entities, enabling the Parliamentary Committees to conduct their analysis and issue advice and directives aimed at improving performance.

The institutions’ presentations were preceded by the submission of the Report on the State of Public Investment up to the 2024/25 financial year to the PIC.

The report, presented by Ms Mauki, covered the status of Government investments at home and abroad, the distribution of investments across public institutions, non-tax revenue generated by public institutions and entities, loans extended to public institutions and entities, and government guarantees and grants provided to those entities.

The ongoing exercise provides Parliament with an opportunity to assess the performance and direction of public capital investments and issue recommendations and directives aimed at strengthening performance, accountability and the productive use of public resources.
