Tanzania’s PM pushes public institutions to embrace digital data-sharing platform

Mr Majaliwa said the integration of systems through GovESB is not only cost-free but also essential in aligning government operations with modern technological demands

Dodoma. Prime Minister Kassim Majaliwa has directed all government institutions that are yet to join the Government Enterprise Service Bus (GovESB), an electronic platform enabling seamless communication and data exchange among public systems, to do so by July 30 2025.

Speaking on Monday, June 23, 2025, when he represented President Samia Suluhu Hassan at the climax of the Public Service Week celebrations held at Chinangali Park in Dodoma, Mr Majaliwa said the integration of systems through GovESB is not only cost-free but also essential in aligning government operations with modern technological demands.

“All public institutions not yet linked to this system must do so by July 30. This was a directive issued by Her Excellency President Samia once the e-Government Authority (eGA) completed the framework. Every institution must now upload its system. Only a few institutions have complied so far. There are no costs involved, and there is no need to set aside a special budget,” said Mr Majaliwa.

He underscored that GovESB carries immense benefits for the public service, including enhanced operational efficiency, timely information dissemination, reduction of human errors in service provision, and tightening loopholes that may be exploited by corrupt individuals.

The Prime Minister revealed that 223 systems from 185 institutions have already been integrated into the GovESB platform, but stressed that this is not enough.

Mr Majaliwa further urged all government institutions that have developed or are in the process of designing new digital systems to ensure those platforms are interoperable and capable of real-time information exchange through GovESB.

He directed the e-Government Authority to ensure that all connected systems remain functional and are actively exchanging information.

“Each new entrant must be able to communicate with all other users within the platform. I am informed that this is the current status, and I reiterate that it must be maintained,” he said.

In the same vein, Mr Majaliwa called upon all public servants across the country to uphold the highest standards of ethics and professionalism in their duties, guided by national policies, laws, and codes of conduct for the benefit and progress of the nation.

“I take this opportunity to commend all public servants across the country. Let me assure you that the sixth-phase government stands with you. Let your service be a contribution to the development and well-being of our nation.”

During the event, the Prime Minister also launched two digital platforms:

1. GovESB – which enables government systems to communicate and exchange information.

2. e-Wekeza – which allows public servants to invest directly into the Faida Fund through salary deductions or other income sources.

In his remarks, the minister of State in the President’s Office (Public Service Management and Good Governance), George Simbachawene, highlighted Tanzania’s growing global recognition in the use of digital technologies in governance.

He cited a 2022 World Bank study on digital maturity in public service delivery and citizen engagement, in which Tanzania moved from Category B to A, ranking 26th globally, 2nd in Africa, and 1st in East Africa.

Mr Majaliwa also urged public servants to register with the e-Wezesha platform, which facilitates structured investment opportunities through digital channels.

This system, he said, is designed to empower civil servants to manage their financial futures more effectively.

The Public Service Week exhibitions, which commenced on 16 June 2025 and concluded on 23 June, brought together 146 public institutions, including the Ministry of Finance, and featured participation from various business entities.

The week is marked annually across African Union member states to honour the contribution of public servants to national and continental development.

Mr Majaliwa encouraged public institutions to increase awareness among citizens about the opportunities available during Public Service Week so that more people can access essential government services conveniently and efficiently.

“Let us strengthen strategies to mobilise citizens to take advantage of this important week so they can receive the services they need in a timely manner,” he said.

The message from Dodoma was clear: digital integration is no longer optional but an urgent necessity for a modern and responsive public service in Tanzania.
