Tanzania launches special clinics to fast-track land ownership

The clinics are being conducted in Ilala Municipality in Dar es Salaam, Mpunguzi in Dodoma, Mbarali District Council in Mbeya, and Shinyanga Region’s Kahama District Council and Shinyanga Municipality

Mbeya. The ministry of Lands, Housing and Human Settlements Development has launched a Special Land Clinic aimed at accelerating the process of land ownership in areas where the Land Tenure Improvement Project (LTIP) has been implemented.

The initiative follows directives from the minister for Lands, Housing and Human Settlements Development, Deogratius Ndejembi, to ensure that areas formalised under LTIP have residents granted land titles.

The clinics are being conducted in Ilala Municipality in Dar es Salaam, Mpunguzi in Dodoma, Mbarali District Council in Mbeya, and Shinyanga Region’s Kahama District Council and Shinyanga Municipality.

The clinics offer services such as on-the-spot land ownership issuance for eligible applicants, public education on the use of the digital land service platform (e-Ardhi), assistance in opening citizen accounts on e-Ardhi, verification and identification of plots on site, provision of payment control numbers for various government land fees, and administrative dispute resolution.

Speaking at the launch of the land clinic in Mbarali District’s Ubaruku village on 11 August 2025, the ministry’s Director of Human Settlements Development, Deogratius Kalimenze, said land formalisation in Mbarali has covered 30,700 surveyed and planned plots under LTIP.

The project was implemented in the wards of Rujewa, Ubaruku, Lugelele, Mabadaga, Igulusi, Kongoromswiswi, and Madibira.

Mbarali District Commissioner Colonel Maulid Hassan Surumbu urged land officers to develop concrete strategies to ensure that all planned and surveyed plots are issued to rightful owners.

One Igawa resident, Sheikh Haroun Ally Mkanyanga, welcomed the initiative, saying it would help address various challenges, including land disputes, and encouraged fellow landowners to follow up on their titles.
