Tanzanian govt seeks Sh222.6bn for Communications sector, with 94.1pc earmarked for development

Dodoma. The ministry of Communication and Information Technology has requested parliamentary approval for Sh222.59 billion for the 2026/27 financial year, with the bulk of the funds directed towards development projects.

Presenting the ministry’s revenue and expenditure estimates in Parliament on Thursday, April 30, 2026, the minister for Communication and Information Technology, Angellah Kairuki, said the proposed budget is intended to finance the ministry’s core functions and priority initiatives within the communications and ICT sector.

The allocation also aligns with government directives and the ruling party’s 2025 election manifesto.

Of the total budget, Sh13.15 billion, equivalent to 5.9 percent, has been set aside for recurrent expenditure.

This includes Sh6.37 billion for wages and salaries, while Sh6.77 billion will cover other operational costs.

The minister noted that development expenditure will account for the largest share, with Sh209.44 billion, or 94.1 percent of the total budget.

Of this amount, Sh98.48 billion will be financed through domestic resources, while Sh110.96 billion will come from external sources.

Ms Kairuki said the funds will be channelled into the implementation of key strategic projects.

These include the expansion of the National ICT Broadband Backbone, the construction of communication towers in rural areas, and the strengthening of ICT systems.

She added that the budget will also support initiatives aimed at enhancing cyber security and advancing the implementation of the National Digital Economy Strategy.

According to the minister, the proposed allocation is critical in improving access to communication services across the country.

It is also expected to accelerate the adoption of ICT and strengthen the sector’s contribution to the national economy.

She urged Members of Parliament to approve the budget, noting that it will enable the ministry and its institutions to execute their mandate effectively.

The funding, she said, will further support the government’s broader agenda of building a modern, technology-driven economy under the Sixth Phase administration.
