Dar es Salaam. The management team of the Tanzania Civil Aviation Authority (TCAA), led by director general, Dr Jabiri K. Bakari, conducted an inspection visit to the Civil Aviation Training Centre (CATC) construction project located at the Banana intersection in Dar es Salaam on May 30, 2026.
The primary objective of the visit was to assess the implementation progress of this strategic project, which is vital for the development of the national aviation sector.
The inspection forms part of the Authority’s ongoing commitment to closely monitor major state-funded infrastructure projects.

During the site visit, Dr Bakari emphasised that the TCAA management is maintaining strict oversight of the construction to guarantee that it is completed on schedule, meets the required quality benchmarks, and adheres to both professional and international standards.
He noted that the completion of the new CATC facilities will significantly boost local capacity for developing skilled aviation professionals, thereby reducing the country’s reliance on foreign training institutions.

Dr Bakari urged the project team to ensure that execution remains aligned with the agreed timelines and international specifications, describing the project as a cornerstone for the future of Tanzanian aviation.
Project Manager, Mr Stephen Mwakasasa, confirmed that construction is progressing in accordance with the approved architectural designs and technical specifications. He assured the management team that rigorous supervision is being maintained to deliver the project successfully.
The three-year infrastructure project is currently being executed by the Chinese construction firm, CRJE.

In another development, the TCAA, in collaboration with the East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA), launched a regional workshop on Airworthiness and Air Operator Certification in Dar es Salaam on 26 May 2026.
The forum aimed to strengthen aviation safety oversight and regulatory compliance across the East African region.
The workshop brought together aviation regulators, inspectors, technical experts, and industry stakeholders from across East Africa to share best practices, harmonise regulatory frameworks, and enhance technical capacity in safety oversight and certification processes.
Opening the workshop on behalf of the Director General, the Acting Director of Civil Aviation Safety Regulation, Mr Furaha Sanga, stated that airworthiness and operator certification are fundamental pillars for ensuring safe, efficient, and sustainable aviation operations.
He highlighted that rapid sectoral growth, driven by increased traffic and technological advancements, necessitates continuous capacity building for technical personnel and the strengthening of oversight mechanisms.
The director of Technical Services at CASSOA, Mr Paul Lukanga, reiterated that airworthiness remains one of the most critical components of aviation safety management.
He explained that other sectors, including air traffic management and safety systems, serve to support airworthiness functions to guarantee overall flight safety and operational efficiency.
Mr Lukanga encouraged participants to engage actively in discussions to foster greater regional cooperation.
He further emphasised the absolute necessity of adhering to the International Civil Aviation Organisation’s Standards and Recommended Practices (ICAO SARPs) to maintain a safe and reliable aviation environment within the East African region.
